Loeb & Loeb has hired investigations partner Phoebe Yan from Paul Hastings, strengthening its Greater China presence. Yan joins Loeb & Loeb after more than four years as a Shanghai-based litigation partner at Paul Hastings, where she led the Asia-Pacific life sciences practice and advised multinational clients on internal investigations, anti-corruption matters, and regulatory risk. Dually qualified in the U.S. and China, Yan’s experience includes leading nationwide internal investigations in China on bribery and corruption allegations, advising on trade law, export controls, issues related to the Committee on Foreign Investment in the U.S. (CFIUS), and providing tariff guidance to Chinese public companies and those seeking overseas listings. She also conducts sensitive investigations involving workplace and sexual harassment matters. Yan is Loeb & Loeb's first dedicated investigations and regulatory partner in Greater China. “Phoebe brings deep experience handling complex cross‑border disputes, government enforcement actions and sensitive investigations throughout Asia," said Lawrence Venick, managing partner of Loeb & Loeb’s Hong Kong and Beijing offices. Before her time at Paul Hastings, Yan spent nearly eight years at Hogan Lovells in Shanghai and practiced in Beijing with Chinese law firm JunHe. Her move comes at a time when Paul Hastings has suffered several partner departures in Greater China. Recent exits include Hong Kong capital markets partners Chaobo Fan and Crystal Liu. who joined Haiwen & Partners; a five-lawyer corporate team led by Jia Yan that left for Pillsbury Winthrop Shaw Pittman; and banking and litigation partners to other firms. These changes have left Paul Hastings with four China-based litigation partners, reflecting a shift to focus on contentious work on the mainland. As for Loeb & Loeb, the firm has been expanding its regional footprint. It absorbed Perkins Coie’s China intellectual property agency and brought in 17 lawyers and staff, including managing partner Scott Palmer and senior partner James Zimmerman to its Beijing office. Loeb & Loeb now has 18 partners across its Beijing and Hong Kong offices.
